According to data obtained by Bloomberg from the Russian Customs Service, “more than half of imported semiconductors and integrated circuits in the first nine months of 2023 were produced by American and European companies. Among these companies are: Intel Corp, Advanced Micro Devices, Analog Devices Inc, Infineon Technologies AG, STMicroelectronics NV, NXP Semiconductors NV.

According to the publication, there is no suggestion that the companies violated sanctions laws and the data does not indicate who exported the technology to Russia, where it was sent from or when the goods were produced. The companies have said they are in full compliance with sanctions requirements, ceased operations in Russia at the start of the war, and implemented processes and policies to comply with sanctions. This allows Russia to continue producing battle tanks and other weapons, including missiles. Most of the technology reaches Russia through re-exports from third countries, including China, Turkey and the United Arab Emirates. The European Union is currently working on a new package of sanctions, and several member states are pushing the bloc to do more to clamp down on companies in third countries and trade operations within the bloc.
